HOAs with 60+ lots or a professional management company must maintain a website containing all dedicatory instruments (CC&Rs, Bylaws, Policies).
Board meetings must be open to owners. Notice must be provided at least 144 hours (6 days) for regular meetings or 72 hours (3 days) for special meetings.
Management certificates must be recorded with the county AND filed electronically with the Texas Real Estate Commission (TREC).
Before enforcement action (fines/suspension), owner must receive notice via certified mail with a 30-day right to cure and right to request a hearing.
HOAs must adopt an enforcement policy detailing types of restrictions and schedule of fines to levy fines effectively.

Architectural denials must be in writing, state the specific basis for denial, and notify the owner of their right to appeal to the Board.
HOAs cannot prohibit solar energy devices or solar roof tiles (HB 431). HOAs may regulate placement and require frames be silver, bronze, or black.
Resale certificate fees are capped at $375, and updated resale certificate fees are capped at $75.
HOAs cannot prohibit display of religious items on the owner's dwelling. Previous size limits (25 sq in) were repealed in 2021.
